In order to explore and accumulate experience that can be replicated and promoted for the development of cruise economy and cruise tourism in China, Hainan should "bold trial, bold venture, independent reform" from the perspectives of the implementation of the high seas cruise ticket system, exploration of the cruise registration policy and tax preferential policies, and the innovation of products of high seas tourism.
