Comparative Legal Aspects of Renewable Energy Sources in the Russian Federation and China

Abstract


The report discloses the features of renewable energy sources; the role and the meaning of the fundamental regulation of the renewable energy in China and the Russian Federation. The author examines some of the political issues of development of renewable energy in China and Russia. In the report basic regulations are investigated, for example, China’s Energy Policy 2012, Renewable Energy Law of the People’s Republic of China 2006, Energy Strategy of Russia for the period up to 2030, Federal Law 26.03.2003 N 35-FZ "On Electric Power Industry", etc. The article underlines the role of government agencies (National Energy Administration of China and Ministry of Energy of Russia) in the development of renewable energy in China and the Russian Federation.
